The skill ought reduce the cap use. No matter how you look at it you lose control over its use as you gain skill. It just makes no sense at all that I can't pulse it for a shorter duration than somone who just rolled up their char if I wanted to.

Trade skill is currently not workable. What it will do was hinted at by CCP in that the .4% tax for using quick sell will be affected by trade. Essentially a reduction of the .4% surcharge.
