I've often thought starbases should get a "Pod Popper" type of weapon. Low Damage, High ROF, fast lock. Shoots Pods and Drones. Or a Starbase Module like Warp Disruption Probes/Bubbles that required it's own stash of liquid ozone and/or strontium...
