No, it's not a named sample. If you type in "DNA" in the market search box, you'll see the whole range. There are about a half-dozen different ones actually.

According to the GM who responded, the loss of mission specific items due to unwanted and unprovoked PvP action is part of the game mechanic. So no, petitioning is a wasted effort.
