It appears that if you have command modules on your ships, and you want everyone in your fleet or wing to get teh bonus, you have to be Squad Commander. If you are Wing Commander or Fleet Commander, your Wing and Squad commanders will not get the ...

BTW, i asked a co worked to test it and he could see the server before patch, the Auto-Updater worked and after the update finished, he could not see the server anymore.
