I would say that it depends on the political stability in the regions where you find those ores. The last few months most of the 0.0 regions has had all out wars more or less. And war is not a good environment to conduct industrial operations in....

Had the same problem yesterday. Solution (for me anyway) I went by pod to the next system and waited at a planet there for same amount of time (30-35 mins). Then I docked in this system and got a shuttle to test...no fire. I then could go back ...
