I think I can concede a few points about level 4 agent missions: 1. They need to be in low sec (including 0.0) but lower quality ones should still be available in 0.5+. 2. They need to be made a lot more difficult but I think we need to see some...

Istvaan, It is only considered an exploit to leave a corporation after a war declaration and then subsequently re-join after the war declaration has ceased. Keep in mind the players names and see if they re-join after the war declaration is over...
