Finally, found solution for me. If you lower the text size of the windows 7 display to medium or small, it works fine. Found the answer on askjeeves.com

CCP, can you fix the problem with the mouse cursor not responding in Fullscreen mode please? Yes, it works in the window mode, but the screen resolution defaults to lower resolution, which is a poor solution to an this infuriating problem.

My mouse stops responding when I start EVE client. The cursor is on the screen but it does not move. I have Windows 7 64-bit, and Logitech Performance MX mouse with the latest driver installed. It worked perfectly fine prior to the patch yesterday.
