Well, I'm not a veteran but I have flown ECM ships, including the Scorpion, quite a lot during my time in Eve. You're quite right that the Scorpion Navy Issue and the Rattlesnake are not ECM boats. They have no ECM bonuses, and without ship hull ...

Definitely heavy missile launchers, not heavy assaults, for Level 3s in a Drake. Level 3s tend to have quite a few cruisers, leavened with a sprinkling of frigates and destroyers and in some missions quite a few battlecruisers.
