I don't think so. You can't choose what missions you get, so I don't see how some people could be farming them above others. Someone with a higher standing with the agent might be more likely to get better missions, but I don't think it has any be...

I have two level 4 agents I primarily use in the same system, one is Q18 the other is Q-17. I get the exact same pool of missions from both, so I assumed it had to be something independent of agent quality.

This game is funny, I've been playing over a year now and it never occurred to me agent standing might play a part in it. I have 9.99 standing with my L4 Q18 agent, so I guess that would explain why I've been seeing so many AE4s.
