IMO if the scorp is gonna be an ew ship, it should get a flat boost to shield hp (not hp per lvl), a boost to scan res (wtf an ew ship that takes longest to lock anything). Bonus's should be 20% to ew range, and maybe 5% to ew strength per lvl. ...
