If you attach someone with a bounty on there head around a stargate or star base will concord protect them? also does it lower your security status?

It depends on the security status of the system and the target (whether they're an outlaw or not)
You can pod outlaws (-5 security status or less) without penalty (and wartargets of course), you can also pod anyone in 0.0 without penalty. You can pod people in lowsec who arn't outlaws without getting Concorded (station guns/gate guns will shoot at you of course, and you'll lose sec), and if you pod a non-outlaw in highsec you'll obviously take the sec hit and get Concorded.

This post is full of some right, and some weird answers.
The only people you can attack in high sec(.5 or above) without getting concorded are:
War Targets
Outlaws(-5.0 sec or lower)
People you have kills rights on
(or in otherwords, if they are flashing red on your overview, YOU can attack them and destroy their ship)
People you can POD kill and not get concorded in high sec:
War Targets
Outlaws
People you can attack and pod kill in low sec(.1-.4)
Everyone
People you can attack/pod in low sec without getting a GCC(Global Criminal Countdown) in low sec:
Outlaws
War Targets
People you can attack/pod in 0.0 without any NPC response
Everyone
But watch out for player corps in 0.0... they kind of like to act like concord.
*GCC(Global Criminal Countdown): If you have a GCC, you WILL be attacked by sentry guns and navy's until the countdown has gone away.
