Let us earn money from FW.
And let the payment be almost the same as when killing a npc. When you kill someone in a bigger ship the reward is bigger.
If the rewards are big enough you'll see people begging for fights all over the place

My main usually has ships prefit, just so I am able to jump back into the fray. If they're not prefit, I usually stockpile mods I use so that fitting takes just a few minutes. Use station containers to seperate highs from mids, etc. Go through each of the containers and voila, your ship is fit.
Just take some time to make some money to feed your pvp addiction. It's what this alt is for. If you're only using t1 stuff then it won't take very long at all.

It is true there needs to be an additional incentive to participate in FW and an additional incentive to do the plexes. The current reward is too weak.
BUT I thoroughly disagree with adding any direct financial reward that does no already exist to the FW mechanic. You must be forced to either fight with few losses or deal with a minor logistical problem of bringing in funds and resuppling yourself with ships, it is the only way a combat environment so close to hi-sec markets can work. It's such a trivial problem to resupply your ships and such a trivial problem to fly ships you can afford to lose almost indefinately.
Until we recently started fielding more expensive ships (T2 cruisers), my corp was making A PROFIT from FW in loot and salvage recovered from fights. There is no reason why you can't do the same if you use T1/T2 frigs and T1 cruisers.
I would suggest that fixed benefits should be given to each FW pilot on attaining each rank above the lowest. There should also be corresponding lesser benefits for pilots once they retire from FW. That would be enough to attract more people to FW and persuade them to do some plexing before they move on to new pastures. Those that enjoy FW enough to stay regardless of the financial rewards will do so, just like me.
The kind of benefits I am thinking of would scale up from very mild to something considerable at the top rank. I'm sure everyone will have plenty of ideas about what those rewards could be, but here are some examples of things that I think could work so you get my meaning:
Rank 0: Nothing Rank 1: 1/2 price repair in friendly stations (reduced to 3/4 price on retirement) Rank 2: 1/4 price repair in friendly stations (reduced to 1/2 price on retirement) Rank 3: 1/2 price clones in friendly stations (reduced to 3/4 price on retirement) Rank 4: 1/4 price clones in friendly stations (reduced to 1/2 price on retirement) ... etc ...
Obviously the standings gain in the militia corp and the faction are also good rewards in and of themselves and provide a variety of discounts and benefits already, so these rank bonuses will be in addition to that. You'll still get jump clones and market/refining discounts as we already do.
As long as the top end rewards are attractive enough I think you'd have all the incentive you need.
I'd suggest that LP earned from FW missions could give you access to a militia only LP store where your FW rank provides discounts on the LP required to take up offers, possibly with some offers that only militia have access to. This could be a nice percentage discount per rank to go alongside all the other benefits.
Obviously some of the FW mechanics, like plex spawning, need to be revised so they work reasonably well too.
I hope you guys can see how rewarding you can make FW without actually paying people to participate. You can also make it extremely rewarding to work up the ranks and then retire, which should bring a good throughput of fresh pilots to FW.

Buy ships and modules en masse and stash them somewhere convenient.
There's plenty of people who'll give you a bulk discount.

Any reward should somehow be tied to regional control through complexes. Tieing it ship kills would not solve anything other than generate isk for large gate camps.
The focus behind complexes generating ISK payments per tick is an emphasis on controlling terrority, which as a whole would require more strategy and the spreading out of forces. Hopeflly, it would also encourage players to actually defend complexes.
I hope it would encourage smaller roaming gangs attempting to sieze as many complexes as they can. The larger the group capturing a complex the smaller the payment per player involved. Greed is a great motivation, particularly in a game that is basically about money and power.
If that would work, then in theory the larger presence of smaller roaming gangs then the more fights people would get. Hopefully centered around complexes.

Considering the OP, I think it's an absolutely terrible idea that stands against major aspects that makes Eve great in my eyes.
I'm really disgusted by the mere thought about it and I think you don't grasp what makes Eve's Universe and its PVP great.
To each his own, but obviously Eve is not your game and there are plenty of games with a PvP that is implemented in the exact same way you want it - WoW, Lotro or whatever.
Seriously - I'm apalled.
