Actually, it is quite a bit more. It's a GTC that you purposefully converted into an in-game item, and thus willingly subjected to the in-game mechanics of trading, including the succeptability to scams.
If you want to convert a GTC to ISK safely, there are mechanisms in place to do so. If you want to play on the virtual market in hopes of getting more out of it, then it is your choice to do so, but with that choice comes accepting the risks involved.

There's absolutely no risk involved though. All the OP had to do was View Contract and read it before clicking Accept and he'd be safe. Sure it sucks, but contracts give plenty of information to avoid this kind of thing.

That said, though, I suppose a better scam than removing a couple of zeros would be to just reverse the offering: I will buy your PLEX for the price of giving me 350mil… After all, if people can't count zeros or notice the "M" and "k" signs in the contract, why would they notice the difference between "ISK offered" and "ISK required".

Have you heard it from a GM, is the question? "A number of people" is an irrelevant source, especially since CCP has quite explicitly said that PLEX scams are entirely within the rules.
