It's true. Stealth bombers will be getting new bonuses so they can fit three T2 Tachs, and fire them while cloaked with the special new laser-cloak.
Hybrid and projectile ships will all be getting new armor repair bonuses in place of RoF and Damage.

Just because you can't see it, that doesn't mean it isn't there. 
Of course, in EVE, the reverse can also be true

Not long ago everyone hated lasers.
"Lasers are useless!"
"Lasers only do 2 damage types!"
"Lasers eat waay to much cap!"
"Amarr suck at PvP lol, you just neut them and the lasers are worthless lol"
Now you hear.
"Pulses on Mega is great!"
"Train Amarr, they are the best at PvP"
Heck, I even had someone suggest I fit lasers on my alts Myrmidon...
Something is seriously weird with Eve lately.

laser myrms arent that bad though since it doesnt really matter what guns you put on with no bonuses. projectiles will probably be better though since they use no cap.

I don't get it why everyone says lasers are OP. I think if any of them will every use a ship with laser he will go  about the cap. use of them. Projectiles are the true OP weapon systems!

Give them a tracking penalty and a 50-100% damage bonus and bombers are anti-capital platforms.

Ships had a EM resist reduction
Zealot got an extra gun
Apoc had it's bonus (and hence role) changed.
So Lazors had a boost in general, and on the Zealot and Apoc they had an extra boost.
Also, with the web changes the shortcomings of blaster boats (which were already apparent to many) became even more apparent. Plus the way missiles work changed (though tbh most missile boats werent hitting small ships for much damage before as all small ships were too fast in pvp until neuted or webbed).
Edit: in general though you are correct in that peoples perceptions seem to change more than the actual stats change.
