How do I do this?
Should exchange two of my HML's for assault launchers, or should I train up drones to lvl 4-5? Currently, they annoy the hell out of me, being unable to scratch the paint of my shield, but requiring insane amounts of missiles to kill.
What do you suggest?

If you're talking about for missions, put your drones on them, or switch to heavy assault missiles. Precision missiles work too, but I'm going to assume you have unlocked the tech 2 variants.
Rereading your post, I'm going to go ahead and tell you that you absolutely need drones 5 and drone interfacing 3 or 4 no matter what race you are or if you PVP or PVE. Don't ever let anyone catch you with assault missile launchers on a drake, unless you knew you were only killing frigates. Even then, no. HAM's dude. Unless that's what you meant.

EDIT: Pherhaps OP wasn't referring to PvP, if so then my bad. Then yes, just use t2 light drones.

Assuming this is PVE, just train and use Hobgoblin IIs. Drones V, Scout Drone Op V, Combat Drone Op IV, Drone Interfacing IV, Gallente Drone Spec III will be perfectly adequate.
You can switch to Assault Missile Launchers, but your DPS against cruisers and bigger will suffer. Use the right damage type. Do not use Heavy Assault Missile Launchers. Do not bother with Precision Heavy Missiles.

Get drones 5. You'll want more drone skills later, but honestly drones V is a very worthwhile investment once you hit the Drake. You will find them very useful in pretty much every ship you pilot from here on out in eve.

If you're using the "Too many SPRs" badfit, maybe.
Also, train Caldari drone spec, you won't regret it. They are the best to use against quite a few things (serps, guristas, mordus, caldari, EOM off the top of my head). Minmatar drones are technically the best against angels/minmatar NPCs but it's by such a small margin that you can get away with using kinetic/thermals, however they're very useful in PvP.

You need Drones V to be able to use the full 5 light drones a Drake can carry anyway. You want Scout Drone Operation V just to get the full base range on those drones. Once you have those two, all you need is Racial Drone Specialization I to be able to use T2 light drones of the given race, and you should be able to train that in an hour at most. It'll also qualify you for Drone Interfacing, each level of which adds a whopping 20% (!) to the damage of your drones. It's well worth getting T2 drones.
Besides, eventually you'll be moving on to level 4 missions, and you really do need T2 drones there. ______________________________________________________ Isn't it enough to know that I ruined a pony making a gift for you? |

Also assuming you're talking PvE here - you can train drones, but you can also train your advanced missile skills like TNP and GMP. I have no problems swatting elite frigates or rat drones with my T1/CN heavies with those skills (TNP 4 and GMP 4). Now that I added a painter to my loadout it's even faster.

Actually the Gallente Drone damage multiplier is so much higher than all the others that it's nearly always the best to use against all rats.

Not only that, but if you go with the 'Augmented' Hobs you get that multiplier AND dual thermal/kinetic damage. They cost a fair amount, but if you're using them for missions you shouldn't lose them.

Ferret is correct, against Serp and Gurista Elite frigs Hornet II's do more damage than Hobgoblin II's
Resists for both Serpentis and Gurista Elite Frigs Kinetic = 64% Thermal = 72%
Which means, the elite frigs take 22.222% less damage on thermal than on kinetic due to the resistance.
Now, the damage multiplier from Hornets (Kin) and Hobgoblins (Therm) Hornet = 1.74 Hobgoblin = 1.92
Which means, Hobgoblins do 10.345% more raw damage than Hornets.
Once you count the resists, the net change means that your Hornet II's end up doing slightly more than 10% more damage than Hobgoblin II's. In addition, they are slightly faster and track slightly better. --
