Don't feel bad I have done probably 2500 missions total for a number of corps and have received only one implant.
Of all things it was for a level three quality -17.
If you really want implants and it doesn't matter what type, try spacelane, they drop perception implants quite regularly from what a corp m8 of mine has been experiencing.

 no wonder I am not getting anything from them, your friend is getting all the implants. I work for Spacelane and got 9.35 standing with them and have only received 1 implant a month ago...
Yeah told me he got 3 just last week from Spacelane.
Some people have all the luck I guess.
