Bumping the number of slots won't work, the problem is people who own 22 slots as per the char above.
You have to limit ownership or limit the amount of time you or your corp can hold the slot.

I still think not letting people in newbie corps own research slots and publically displaying what corp the owning person is in might help players sort it out themselves via good old fashioned corp war.
And hey... how can conflict by guns be bad?

alittle workaround. I have found that if you owe the rent dont pay it till you confirm your r&d slots are full. After that has happened you can pay your rent. I have had rent due a few times when the slots were empty and have done this and not lost a slot.
