Looking at the Orca prereqs, the person flying it is an apt miner themselves. Just how many other miners in a fleet do you need to make it worth while to pilot an orca rather than another Covetor or a Hulk? meaning maximum m3 per hour.
The nice thing about the orca is when you consolidate your skills as per need, you can train a hulk an dthen an orca in less time than you can train a hulk and a level 5 indy. ( due to common prereq skills ) So just train indy to level 2 unless your after frieghters anyway. But I can not really see myself using it for any purpose other than that. that is unless its bonus adds up fast enough to be worth flying orca rather than hulk even in small gangs?

The other benefit an orca gives is the ability to mine directly into the orca instead of into jetty cans. Even if you still use an industrial to haul from orca to station/pos its a nice plus in empire to prevent can theives.
And the orca is perfect for someone like me who hates to mine...but has no problem logging in parking at a pos and going out for a while...giving bonuses to a gang without having to be active. :) (Is reason Im training for one atleast to stop whinage about me avoiding mining ops).

Orca with the ship skill itself at 3 and Mining Director 3 gives bonus of +17.xxx % to mining laser range and -7.xxx % to mining laser cycle. So the bonuses it gives out when decked with ganglinks is decent even when you can't use a mindlink implant.
As it is, I can fill my Orca with a single Hulk fitted for max yield (2x T2 MLU's in lows) in about an hour (125,xxx m3). Add another Hulk with same configuration and you'll want someone with a big hauler (another Orca , Deep Space Transport , Itty V) to ferry between a station and your "Mobile Gigantic Secure Can"
