SHORT VERSION: Seems as my ISP or CCP got some problem sending files to me. I need to get the 3.8M file for patching my client, and not the file trying to download that file since that download won't work.
LONG VERSION: I had hours and hours and hours of work and waiting to get the client here. I'm hospitalized since a month due to a stroke in my spine and that got me paralyzed in left leg. Hence I surf via an mobile isp, and that's not the fastest connection. Eventhough I first tried, as this:
1) Starting client - get message about need of upgrade - choose to upgrade - get errormessage about no connection with server that holds the file.
2) I try via www.eve-online.com to download client via torrent since I thought that might be safer if I drop - I get errormessage that the BITS service is disabled, and that I should try manually download.
3) I try via www.eve-online.com to download client manually - I choose windows version - I choose to download file - get errormessage about no connection with server that holds the file.
After this total failure for me to reach the needed files from CCP I ask a friend to bring it here on DVD-R. And with some failures to read the media and some car-trips for him, we finally get the new client installed.
So, I launch it - and get the message about me needing to update with a 3.8Mb patch. So I choose "Yes" for that and ... well .. guess what - I get errormessage that the BITS service is disabled, and that I should try manually download.
I go to www.eve-online.com and try to download manually and - get errormessage about no connection with server that holds the file.
So - I NEED THAT 3.8MB FILE _______________________________

Which version is your client currently ? 84063 ?

I had the patching problem for months until I discovered that my ISP's DNS entry for the patch adress went somewhere else entirely.
One easy solution to this was to use the DNS servers from Open DNS
Or to save you opening the link, set your DNS servers to: 208.67.222.222 208.67.220.220

That is not the patch itself, I don¦t know the word for it but that is just program that download the patch and installs it. He need the actual patch atm.
But I think we have found a sollution.

1) The magic fail words is right after http:// ... and then ccp ... then it doesn't work for me as I said.
2) And if it's as the person beneath says it's the same file that I can't use. _______________________________

If you follow the link above to Open DNS, full instructions are given on how to change the DNS entries for every Operating System.

the RTP file is the file that it downloads off the internet...

actually this is the patch itself, notice the _m at the end, it's not the downloader.

Acually this was what I needed, it just lacked the information so I knew what to do with them.
