http://wiki.eveonline.com/en/wiki/Capitals_in_Highsec#Rules_for_highsec_capitals
Warning:
1. Capital ships may under no circumstances be used for aggression.
2. If at war, or with war declaration pending, you may not take your capital ship out of station.
3. You may not use your capital shipGÇÖs attributes to gain any sort of advantage over other players while in high security space.
4. You may not sell or put your capital up for sale while in high security space. 5. Breach any of the above and receive 2 weeks ban and off to low sec with your capital.
Looks like its broken some rules? wardec it, attack it... it cannot undock or its off to lowsec and ban :) It looks like it broke rule 1, it was used for VISUAL AGRESSION as a DETERRANT during Jitageddon. Rule 1 broken.
PS: Rule 4 is stupid. |

Rule 1: "ANY" form of aggression is banable and moveable to low. This was obviously VISUAL AGGRESSION as INTIMIDATION during Jitageddon.
Also rule 2: Just start a "pending" wardec and he can't undock... EVER. Without breaking rule 2.
If you fire a shot at him, aggression timer is started him too. He has to DOCK IMMEDIATELY, or breaks highsec cap rules.
Rule 3: Offer him 1 TRILLION ISK, he he responds in the positive manner, he has broken rule 3. and thus ban and cap ship moved to low.
Too easy to make him lose :) |

Aggression timer is in effect, he has to dock. You cannot undock while in aggression mode. |

Intimidation? really? You believe one supercap sends goonies running? I might not hold Goons in high regard, but I don't see see them being intimidated by a single supercap. Wardec? sure, nothing stops him from moving his char into an NPC corp however, or moving corps if the wardec lasts too long without any visible results, or he could just wait it out, or even go with the wardec on his other ships. Don't see the issue. On your offer, only if that offer is related to the cap, and only if he actually does what you asked, after you payed it. By wanting it so strict, you have to proof first he has that advantage over others. Any char with enough charisma to convicne other that he has a (super)cap docked and willing to undock it for isk has same advantage as him as long as he doesn't undock his(imaginary) ship. Remember, scamming is allowed in Eve.
Not at all, I owned a carrier in Rens, all highsec cap ship owners have to follow these strict rules, and CCP is VERY clear (in a CCP way) on highsec cap ship rules. |

Because the aggression timer is between two parties, that is INCLUDING him. He cannot stay in space with a highsec cap ship while in aggression mode.

Super caps entered the game AFTER highsec caps where moved out, only historical highsec caps are allowed to remain and even then under STRICT RULES. |

It is a Nyx. It cannot dock.
He can go offline but he cannot remain in aggression mode.:) Borderline case if he is still in system but not on grid, would you want to risk GM's interpretation of highsec cap ship rules when theyre having a bad day? I would be out of there in it to be safe. Would you want to have one moved out to low? I already have had one moved out from highsec. Doesn't take much for GM's to go "meh feck it" and move it out. Half the time GM's don't even know their own rules. I know, i've been there :) |

Enable the aggression timer with it and rule 1 will have been broken if he hangs around :) |

Semantics... Aggression is a matter between TWO parties INCLUDING HIM.
Would you want to risk a highsec cap being moved out on how much caffeine a GM had in the morning or a good nights sleep before? As I have said, it doesn't take much for them to move it out, I have already had one of mine moved out to low. |

Semantics... Aggression is a matter between TWO parties INCLUDING HIM. I know you're trolling but here's a cookie: That's wrong and you know it. Aggression is a one way street, UNTIL the second party activates an aggressive module. Proof: Can flipping and looting items from someone else's wrecks.
Again as I said, you are at the mercy of the GM's mood when it comes to interpreting rules that they don't even know exists half the time. Why take the risk?
While the aggression timer is running it could also be argued the fact that it is a cap ship is acting as a further aggression deterrence (it's visual and ship class attributes) by it simply being present on grid during the timer. During the aggression timer the cap ship pilot knows there is an aggression clock running, remains in space knowing full well the attributes of the ship are saving it. In space , he is acting as a TANK, while the aggression clock is running. That is still using ship attributes in an aggressive manner, by TANKING the aggressor |
