Libraries would allow you to buy Skills and learning implants, freeing the market of them. Frankly i think it's stupid to have skills and learning implants on the regular market, alongside spaceships...
It's like selling airplanes and guns at the same supermarket where they sell books... WEIRD.
You get a small bonus to skill training speed while you are learning in a library.
To not make libraries boring, you would have in-game access to the Eve Chronicles, eve Wiki, and Scientific Articles, and just read.
I think it's weird that you can only access the Chronicles and the Wiki out of game... I know LOTS of people that have no idea what the Eve Chronicles are and don't know the scientific articles about Eve's technology simply because they never read the Eve website, so adding these Libraries would help to educate the playerbase regarding Eve :)
Libraries would also be useful to teach new players the Chronicles and history of Eve.
You can only learn in a library with a speed bonus while you are online, not when offline.
To avoid character skill farming, you can only train for a maximum of X hours a day in a Library (due to eyestrain or another fictive but believeable reason).
Also, if the game detects that you are AFK, it's like falling asleep while reading, so the bonus you get from the library wears off... This will help to avoid the "I'm AFK, so might as well go to the Library and train faster" problem.
This will also help with populating School/Academy stations with real players, not just NPC's.
I hope that this will be considered a good idea, i would love to see Libraries in School/Academy stations, just because it makes sense to have them there. :)

I like the idea of having a place to go to read chronicles and so on but dont think it should skill train faster. too powerful a bonus for idling in a station and even if only for x hours just encourages char farming

sounds like a super walmart... besides, most gun stores sell books on appropriate use of the gun as well.

So wait. You don't have factory outlets that might have a car shop, a gun shop, and a book store in the same building?
Just because it's the same general market, doesn't mean it's the same bloody shop....
I'm all in for libraries, but no rise in skill training. If there was a bonus there, we might as well also give boni to people actively using the skills, as they're getting practical knowledge rather than just academic ones (and I know the huge argument IRL whether practical or academic experience is best...)

Absolutely not to the increased skill training for sitting in a god damned station! If you don't become a better pilot actually flying your ship, you certainly shouldn't get better for sitting on your arse!

It's Internet Spaceships, set several thousand years in the future. Given that we're fast approaching being able to buy anything we like online, I really don't see what's so strange about buying weapons, drugs, spaceships and books in the same place.

Idea updated, Skill training speed bonus removed due to negative feedback.
Now that the training speed bonus is out of the way, let's think about what a library should have in it besides books...
Another idea i just had is a kind of holographic universe map that highlights tourist attractions like the Eve gate, the CONCORD Yulai station, The Malkalen destroyed HQ and stuff like that...

First, I'll assume you meant for this to be an Ambulation idea... since currently you'd just dock with the academy station and "pretend" you were reading books or watching movies or whatever.
1) I get that you're trying to say Libraries are quiet, with big NO TALKING signs posted. But I think it's a bit rediculous to say you are mystically silenced upon entering. Market and Contracts especially, since most libraries have computer stations, and that's where you'd find these EVE Amazon/eBay.
2) Have you noticed that most of the academy stations DO sell more of the skillbooks than any other stations. Not online ATM to see about Implants...
3) Last time I tried, I could view the Chronicles with the IGB. The Wiki is probably a little more intense, but you just have to wait a minute for it to load... Of course, this is dependant on how well your PC handles the IGB at all.
4) Whether or not people choose to research the games they play, is on them. If you visit the homepage for EVE, you see all the notices about new Chronicles and News articles. So they are advertising, to anyone who cares to look. But given the utter lack of interest by most of the gaming populace... no one cares about the "roleplay" content. Or else they'd read more of the Mission Briefings besides seeing who to tank, and how long to collect the bonus.
5) New players should be learning via the Tutorials. Then, they should be learning by Noob Corp mentors. Or they should be learning via Player Corp mentorship. They shouldn't be dependant on having the game tell them how to live their lives. This is an MMO after all, and that kinda means you should be playing and interacting with other people, besides using them as targets.
All in all, I can imagine there will be a variety of Ambulation settings. They've already said they wanted Captains Quarters for you to keep all your stuff. And Board Rooms with big holographic maps for planning and such. There's bound to be some cantinas, where you can hire a fast ship for the right price. So there will probably be some sort of Library, though it may not confer the bonuses you're looking for. --- Life altering changes, to combat the acts of a extreme minority... means you're letting the terrorists win. Real world Libraries do have computers, but they are for reading full books via Intranet networks, you should never see people at the library using Ebay or watching youtube and stuff like that...
As for talking, in real libraries you are invited out/kicked out by security if you talk and disturb the reading/silence...
Also, a new idea i just had is to have the possibility to read the Eve Novel ingame in a library if you buy it virtually from the Eve store, same for the Eve art book... However, they should have a reduced price because they are not physical anymore, but virtual, in the game... (- material cost)

New feature idea for Libraries: Mind games...
Libraries should be able to host silent mind games, like chess, Chinese Checkers, Scrabble etc.
Overall, Libraries should be places where you can learn and develop your mind, similar to real world ones.
