CCP got the difficulty just right for the sleepers, it's the challenge that makes it fun.

Sleepers are tuned just fine. With all the hype, I was expecting them to be alot harder then they are, I found there AI and tanking/dps to be a nice challenge. If you find them to hard, you likely should be aiming for something more your experience level.

only thing i would add is that sleepers should 100% have the same module restrictions as normal pilots. uber long range neuts/webs/scrams etc have never seemed right. CCP said that sleepers wouldnt cheat :/
I love the sleeper AI not keen on the ouchie DPS unfarmable deliberate carrier will die pwnage is lame but understandable

As for the op's problem: "how the hell are we going to get a decent fleet from 5 guys?" Simple: by a) not putting them in the wrong ships, which allows you to b) bringing the original 12 in something useful.

You could also just stay with lvl 4 missions and let others lose their isk in wh space. Maybe in that time you would need to get all the salvage together for one t3 cruiser with modules you can make the isk with missions. Who knows...
I do not know if that is true but its just an idea.

We use 20-30 for speed purposes. Just like lvl 5s the more people you have the faster things die = more money.

Exactly: for speed, not to reduce difficulty.
