Are the ship maintenance bays on the Orca fixed at 400,000m3?
Or, is there a way to expand this?

what he said. Orca are not like the Rorqual where you can carry an entire fleet in its bays. The Orca can easily fit 2 Hulks, and the Orca can fit like 2 hulks and a Mark 5

They can carry what they can fit. I put a cov-op in mine once.

Yes you most definitely can. Just like at a POS. I did it several times.

You can not refit the orca, but if it's set for fleet access then anyone in fleet within range can refit as if they were at a POS with a corporate hangar array.
Now if you have two orcas next to each other set for fleet access and fleeted up they both can refit because the other's hangar array allows it.
