Sooo... Basically stealth bomber type ships for every class, sans cov ops cloaks. It would make for an interesting mechanic, but very complicated. I would rather just eliminate insurance from null sec to knock down the size of ships used there.

Rifter works. Or the Tristan, Icursus, other destroyers, Punisher... I can keep going. Just pick a high tier frigate of any race and cheap fit it.
