Actually, now that I think about it, I have to take back my support for the idea of gate guns doing more damage against big ships. Doing less damage against small ships might make sense, I don't really know either way, but you can't enable anti-piracy then make it hard for pirates to have big ships. The two ideas aren't really compatible. It would give anti-pirates an advantage I don't think they need.

This. Pirates are -5 and below, and you can shoot them as much as you like without consequence (other than perhaps the pirate shooting back - even his FRIENDS will not get the right to shoot you, as they're considered an outlaw).
The folks you see sitting between 0 and -5 are not pirates, they are simply people with a bad reputation and do not deserve being beaten up by anti pirates.
I disagree. There are lots of pirates that are between -.1 and -4.9. It's easy enough to never pod anyone, ransom when possible, and only fire on and blow up ships that would be profitable targets. Take a couple minor security hits a day, and then go to null sec for a few hours a week and get your standings back. These are the smart pirates, not the pew pew kill mail monkeys.
I like the OP's basic idea. It would really help if the entire sec status idea got a rework first though.
Also I'd change it slightly: +1.0 can shoot -4.0 +2.0 can shoot -3.0 +3.0 can shoot -2.0 +2.0 can shoot -1.0
I'd also like to see some kinda of "for a fee" permit to act as a "freelance security officer". It's about time "white hats" were allowed to go after "black hats".

Upping the earning potential of low sec would just produce richer pirates. If you want real money potential, go to null sec. I think the op's idea would improve pvp in empire. Both low sec and high sec.

Therein lies the problem. I think the a good many players don't do lowsec pvp because it would lower their sec. Applies especially to newer players. If something all red and flashy warps in, they're dead anyways, so the only viable 'practice targets' are those who are more or less newbies or "casual pvp'ers" themselves.

Actually, if you read a couple of pirate topics, the theme is more often then not a pirate complaining about the increased protection highsec players received over the past years and pvp becoming increasingly consentual (while course ignoring all the subtle things pirates got [i.e. mach1 undocking or most recently local-free wspace]). A lot of pirates really like to borderline the harressment policy, so your "no one" is far from accurate. Note that I don't say that I'd like pirates to grind missions or anything.

What about expanding it a bit further. Player with +5 security status can attack -2 player at hisec without CONCORD intervention.
basically 5.0 = cop and -2 = criminal
Edit: someday, i'd like to see CONCORD removed entirely and player polices handling the hisec security.

I like the thought of letting +5 characters attacking -1 characters, +4 to attack -2 and so on. This would help to make anti pirate a more viable career. Adding a way to make it profitable would probably also help, but I think this is not as much of a priority. At the moment there are far more pirates than anti pirates, and this just proves that there is room for some improvement.
Most people who become pirates are actually looking to make a quick buck, and some are pulling it off very successfully. Put more anti pirates in the game, and it would be harder to be a successful pirate, there by making lowsec more accessible to other players (miners, mission runners etc.).
A lot of pirates are just hiding behind less than -5 sec status, which practically gives them immunity to real anti pirates, and as such, the anti pirate corps members go look for places where they can find more targets. A lot of people want to pvp, but don't want to go to 0.0, and don't want to become pirates. The only option left then is joining a random wardec corp, which imo is really not helping as far as getting people moved out of highsec is concerned.
Newer corps get wardeced all the time, and the result is that the members go back to noob corps to get immunity again, and probably never join a pc again. This prevents the newer corps from growing, and as a result will never build up enough numbers to get some fleets together for some action.
PvP should not be a full time commitment, and lowsec is perfect for this. But current ss mechanics prevent this for a lot of people who aren't ready to be banned from highsec yet. Sure, some people choose to go the pirate route early on, but this is not for every one. There should be options.

Also, I know whenever anybody posts about piracy, they get flamed... Feel free if you like, but my goal here isn't a piracy nerf, it's to make piracy, and anti-piracy, more fun.
Anyways, I'm new, so there may well be problems with that idea, but what do you guys think?
You can already shoot about -5.0 without penalty. Those hovering around the -2.0 mark are not really pirates in the true sense since getting from -2 to -9.9 takes all of about an hour of pod boomage.
Oh and pirates kill other pirates ;)

Sorry what? people hiding behind less than -5 are no more immune to my guns than anyone else. Sure they can run away, but anyone can given a chance.

My Idea very simple After 0.5 Space Security status Is no longer affected, after all if your in low sec you know the risks theres now reason why SS should matter there.

I think you're missing the whole point of the thread. I wasn't saying that they are immune to your guns, but it does mean that they can safelty assume that anti pirates wont shoot first.

And by the way, the only thing in eve that makes you immune to guns is docking in a station, FYI.

So your definition of "'bear" is anyone who doesn't play just to pod people?

In order to profit from ransoming pods, you need to be a threat to them in the first place. Sure, most people tell you to go to hell and go pop in the process. But every so often, one comes along that will gladly part with 100mil, 300mil or so so save his bacon.
Stay at bear levels of sec status you miss out on it, because everyone knows your a wuss and wont carry out your theat.
Besides, the object of the game isnt to make as much money as possible (re your other posts about salvage being mine mine mine) the idea is to have fun. Being -10 is a lot of fun. You should try it sometime, you might stop worrying about everything so much.
