IMO one of the problems is the lack of a pick up group capability in eve. There isn't a good way to get to know folks in a variety of corps and figure out which ones have personalities you mesh with.

Have you considered level 5 missions? IMO they're a nice compromise between the two options you laid out. They're in low sec, so it's never boring, and if you're good at keeping your losses down, they're more rewarding than level 4s.
