Dont mess up race bonus and "per lvl bonus"
The "race" bonus is instead of the "per lvl bonus" that normal frigates get, but since you will have frigate lvl 5 no matter what, there is no need to give it per lvl..
The "per lvl bonus" for covert ops ships is the cpu reduction for cloaking devices.
If they really want to use to keep these race bonuses, then at least change the silly drone bonus on the Helios.

Who's going to take a 100+ mil covert ops cloak and a 5-30 mil frig into a fight where there's more risk vs reward? I know I wouldn't risk more then sitting 60-80k out damping, but even then you run the risk of getting sniped from a long range battleship.
