It has been extremely difficult for me to kill Arch Angel frigate, when they orbit at 2500m at 400m/s ( I have already web it ). My 220mm AC and T1 Valkyrie cannot touch them at all. What is the best measure to counter it, should i duo web, or just train for warrior II. Thanks alot

try a second webber or a target painter, or fit different guns with better tracking speed ... It really depends what your flying

Medium guns and medium drones are balanced to fire against cruisers, and consequently aren't really supposed to work against frigates, even with a single web. Dual-webbing the frigate and then flying directly away from it will reduce your transversal greatly, at which point you can just pop it. That said, the warrior IIs will be a better option, since they are specifically designed to hit small, fast ships (and as a bonus they deal explosive damage which is perfect against Minmatar).
Even before training the T2 version, I'd take Warrior Is instead of Valkyries anyway; you'll lose a little bit of damage against bigger targets, but not only will the Warriors kill frigates much quicker, but their much faster travel time means they'll start damaging the larger targets sooner compared to the Valks, so they'll probably be ahead in the damage stakes for the first 10-30 seconds (depending on distance between the previous target and this one). Warriors are just much more versatile in general than Valkyries, especially when you already have a decent anti-cruiser system fitted with your guns.

It's not only the best solution, it's the only solution.
Warrior I's will bring them down, eventually, but I would avoid warp scrambling Angel spawns (Archangel Outlaw if memory serves) until you have Warrior IIs trained up. This is particularly true if you are ratting in something smaller than a BS, as the original poster apparently is.

Basically, fast and "small" ship don't match with "medium" guns and "medium" drones.
Easier than this?
Skill up your pg... or try out a compromise: the second choise between yoour weapon (or drones or guns) be "small".
Less teorical damage is not a loss, because you improve fron actual "zero".
