OK, this is a roleplayer issue primarily, but I still think it's important, and I would like CCP's storyline authors to give us a definitive, canonical answer on this question:
In factional warfare, what does "occupancy" actually indicate for a system, in terms of its stations and planetary populations?
This is a problem that's haunted the IGS and roleplay communities for months - no-one actually has any idea what system occupancy means for the permanent residents of a system, so mostly people have resorted to just making things up - Minmatar claim they've liberated slave populations of captured Amarrian systems, while Amarrians claim they're enslaving Minmatar in the opposite case, while Caldari-held Gallente systems are apparently being forcibly "liberated" by Provist forces.
I would, ideally, like an official CCP canon document which states, for each empire, what happens when they capture a system from their enemies and what contingencies they execute when a system is taken from them. ----- Andreus Ixiris Duty.

Similarly, what are we actually doiung when we scan down and secure friendly plexes to decontest systems? Or to avoid them becoming contested in the first place for that matter.
I remember that in the fw mechanics test (Bleak lands conflict, Defiants vs Saracens) that the Amarr lost some contro, nexus thing that made their bases 'scannable'. How does that apply to FW now?
Edit - I started a little RP project today, a public journal on my time in FW. I'm already struggling on how to phrase the plexes.

Even if it is as simple as telling us that those who say "it changes nothing for 'mere mortals'" are accurate we would at least understand that; but that is not the picture being painted by news.
For example there was news that the Caldari were causing food shortages; this clearly isn't liberating. But is it only these knock on effects that happen? Or are their actual Caldari troops on the ground in Verge Vendor?
More news that is less vague as to the effects of Factional Warfare would help to paint a clearer picture of what it means to occupy a system.
