They work for me... many of the social skills require you to do one mission for the corp in question and then skills like connections kicks in.
How nice. I've got -5.1 with Ammatar and with the diplomacy skill I'm down to -3.89 but their navy still attack me. I'm not even close of doing missions for them....
I check last night and the diplomacy skills is still broken in my opinion.

It seems diplomacy ONLY affects agents, so when u reach -1 you can get an agent for that faction. I recomend doing a few important missions for Caldari Navy and you will go under -4.99 in no time.
I'm still at it after 2 weeks and have another 3 weeks to look forward to doing caldari mission to get certain standings better then -4.99
**Edit: However, Social does not seem to work, got it to lvl 5 and couldn't see any change at all to any of my standings. It states it should give another 5% boost...
...and with the light all life vanished... |

Social Works :D
at lvl5 you get a 25% boost, ie if you do a mission and at social lvl0 it was to go by 1.00 with social 5 it will go up by 1.25 for that mission..
it is not a bonus that takes your overall rating up by xx% it gives a boost to how fast it goes up.
Negotiations works as intended. it is giving the bonus. as it boosts your Agents Effective Quality up, higher EQ = Higher pay
and remember EvE Rounds down, so you may have had a normal pay of 30k and it boosted by 15% giving a total of 34500, but rounded down to 34000. as agents like nice round figures :P

at lvl5 you get a 25% boost, ie if you do a mission and at social lvl0 it was to go by 1.00 with social 5 it will go up by 1.25 for that mission..

what about Diplomacy? is it finaly sorted and safe to train it? patch notes and known issues do not go to deep into skills, it seems. |

"They" said "somewhere" that skills will contol how many open orders you can have. And possible how many regions you can have them in, and/or from how far away you can manipulate them.
I too would like to see more of the gang skills, but more along the lines of gang control(ie formations)

The base number of skill points needed to get a skill to level one is 250. 1x means the skill needs 250 skill points to get to the first level, and to get the skill to level 5, it will need a total of 256k skill points, which translates into about 6-7 days to get the skill to level 5 depending on your attributes. A higher modifier means that it takes more skill points, and thus more time to train the skill.
