3x heavy launchers
3x 250 artillery
Mid slots
2x 100MN ab's
1x cap recharger
Low slots
2x reactor control
2x PDU
1 Ballistic Control
Tactics
for cruisers set both ab's on autorepeat, orbit at 5k and pepper with heavy missiles.
frigates are also fine as long as they do not web you :)

Frankly i don't understand why everyone suggests long range as only viable npc hunting setup  .
Stabber is a bit difficult in shortrange i'll admit but rupture you should try this:
- 4 dual 180, 220 or 425
- 2 medium nosferatu's
- 1 10mn MWD
- 1 webber
- free choice
- medium armor repairer
- armor hardener (explosive, thermal and kinetic)
- free choice
- drones to take care of frigates
with the 2 medium nos you should have no cap problems, use the mwd to get within range, web the target, start sucking cap and blast him . Only problem mission i had with this setup was those with the bounty hunter rookies and their missile spam  .
