Make the militia pay for ship insurance, depending on your ship and faction rank.
At low ranks only frigate class ship insurance is covered, or instead up to a certain low value. As you increase in faction standing the amount of insurance covered by your militia is increased. Make it clear somewhere how much insurance is covered, or insurance for what class of ship.
This would encourage people (cheap people, noob people) to gain standing and encourage them to actually go out and fight once they have standing. Use T1 equipment and you're not out much cash if your ship blows up and the insurance was paid for by the militia. Plus come on, your fighting for the militia, shouldn't you get something in return? Shouldn't they encourage you to fight by at least covering the replacement cost of a ship appropriate to your rank?
And yes I know the insurance cost of T2 ships is irrelevant compared to the cost of T2 ships, this isn't a benefit aimed at T2 using people. It's a benefit aimed at The Rest Of Us, the unwashed masses, the common man with a desire to fight but short on funds.

Wouldn't hurt FW and actually makes sense lore-wise. Wouldn't be free either, depending on the payback amount.

Hrmmm.. i don't want to throw this out entirely as an idea... but the isk faucet would become an issue... possibly have the FW automatically replace the ship (if your faction standing warrants it "and" you died to others involved in factional warfare) with 0 mods.. and no isk compensation either...This would prevent any sort of isk farming... but it would seem logical the person who's sending you to war to give you some form of equipment.
So, somewhat tentative support... only to hash this out more. And no, i don't do faction warfare, definitely not my thing.

What about weekly or monthly payments to the militia to keep the insurance going? And if a payment isn't made they can refuse to insure your ship for a certain amount of time,during which you would have to use the standard insurance.

FW PVP is over nothing. There's no money making resource being fought over.
It's pure ISK sink.
It's also really chuffing annoying when people are too busy missioning to fight

There are 6 levels of insurance from basic to platinum. I'd give rank 2 levels to gain at max, NPCing 1 level and PvP 3 levels. How much activity required in the different categories to gain an insurance level would be a matter of balancing.
This would mean, the more active you are in FW, the more affordable it becomes, encouraging and rewarding activity.
Edit: Insurance payout from militia insurance could be restricted to PvP losses caused by the opposing factions. -------- Ideas for: Mining

I'm sorry to break this to you but times when pvp in eve was about isk are long gone. There are better ways to make money than missioning, all it takes is brain.

It could optionally depend on your certifications. Given your rank, the militia will replace your ship up to a certain class but only if you meet the "recommended" certification levels listed in the ship's info.
This might be fun because it gives people a reason to train up those outlying skills they've passed by. It also makes sense from the standpoint of the militia that they would require proof that the pilot is reasonably capable of using the ship the militia provides for them.
I like the idea of replacing the ship rather than paying out insurance. You could even have the very highest ranks, given that you meet the highest certification requirements, scaled up to guarantee replacement of T2 ships, carriers, dreads. You'd see a lot more interesting ships playing FW.
If ship replacement is the mechanism, they could appear when you dock at a station in a high sec system controlled by the race of your militia.
But where do the replacement ships come from? Maybe they come from the market, from the lowest priced order in the region in which you dock. So it makes manufacturers happy too. You'd have to set an upper limit on that price though, maybe make it the same as platinum insurance replacement value.
