Because some people who are actively hunting you,and know what you're flying may be fitting 3 race specific jammers (6 strength each for a total of 18 strength) and just one Tech 2 backup array will make their jammers useless.
Also, it's better to fit 2 backup arrays, putting yuo at 24 strength, meaning they'd need 6 multi's!! That's highly unlikely for anyone to use 6 multi's.
And Tech 2 backup arrays ARE best used on other BS's aside from Caldari, but they are just better then a Tech 1 no matter how you look at it. And they're not that expensive anyways.
But the way I see it is you either setup purely for offense or defense...don't bother trying to setup for both because you'll just be half a$$ed in both fields making your ship kinda useless.

ahh well i had regular email communication with CCP about this, and it might be better to follow some orders
