Not in my experience. Most of the expensive cargo I've snagged came out of interceptors.

only stupid people move expensive stuff by bs, people always use shuttles for bps and frigs/intys for minerals and named loot to go to empire, with instas they are pretty hard to catch.
but on the otherhand while a bs is alligning to warp another bs can easily lock it down.

and whit thees Inshurances - its indeed stupid to pay unless you are flying a ship full of Modal tachs or other nifty stuff
