I'm sorry it makes no sense from either an RP or gameplay point of view
The 15 minute wait is boring and after you've sat thru it there is no comeback from the person you've just pwned. Changing the rules so sentrys only attack if aggresive acts take place infront of them and upping the flagging time make sense to me, even if just to allow our "customers" to respond with some futile gesture of resistance.
On a side note Sec hits are already a large enough punishment without having to sit and stare at doonwongs ships arse.
