My guesses are you found this in a mission? This is the objective for a mining mission. CCP did a good job on this, as it makes you actually have to mine for a mining mission, instead of just buying the ore off the market. There is a zero value ore clone of each type of ore, that needs to be delivered to the agent. It cannot be refined to anything, and has no real value to anyone other than the mission runner.

No, this is not a new developement. This has nothing to do with the storyline missions that require raw ore. This, instead, is specific to Mining missions (those given out by agents in the mining divisions). They spawn a mission area belt with this special useless ore, and let you mine it out and give it to him.

This is correct. One of the strongholds has this stuff scattered about inside it. I haven't yet been able to defeat the defending force on the stronghold to mine the stuff but surely it's not worthless.

not to someone who needs it for a mining mission, no. pretty much useless for anyone else though. I suspect it's there just for appearance, rather than with the intention that it will be mined.

Actually, I think it's still worthless, even for the mining missions. I think an objective of the mining mission is to actually mine the roids that are spawned, not just return a certain quantity of whatever fools gold ore. I think if anything, they spawned the fancier looking of the fools gold in the WH complexes to make them prettier, without making them too valuable.

Unfortunately, CCP has been too lazy to apply cargo to ships mass... would be neat, as one unit of this stuff in the hold would make you pretty much immobile...
