I think I got the fittings for a lvl 4 setup down pat but I'm unsure of rigs. Doing full CN fit (cruise)and my dilema is whether or not to fit a TP and 2 riggors (not sure about last) or some flare/riggor combination. Can someone tell me what the proper rigs for a cnr with cruise are these days?

You really only need missile rigs if you're flying a torp golem. 3 CCCs is the standard rig selection for a cruise raven unless it isn't meant to be tanking and doing damage (a cruise raven to support a domi, for instance). ---

Depends how much you're willing to spend on a shield booster and hardeners. In general, I'd recommend CCC's.

Well, I think there's something to be said for rigor rigs. Certainly if you aren't fitting a PWNAGE, then rigor(s) can help out in making sure you're hitting for full or close to full damage on most targets. It's just a question of balancing them with your tank and the possibility of a PWNAGE.
You might try something like this, although I'm not sure if this works out better than just fitting a PWNAGE and keeping 3 CCC's and the larger booster.

Fairly cookie cutter setup.
Rigs 3xCCC
Hi 7xArby cruise
Med XL booster Boost Amp 4xHard
Low 3xBCU 2xCap mods (PDU or flux coil)
If you skip the CCC's, your tank will probably not be strong enough for some of the harder missions. This can be fixed with faction mods of course, but for a basic T2 fit I'd go with CCC's.
