Hi there,
I wonder what makes these lasers so extremely expensive. The "Focused Modulated Pulse Energy Beam I" cost ~20mio. The only lasers I found that are even more expensive are the Giga... Lasers. But those are just lasers for Cruiser Class Ships. How comes they are that expensive ?

The answer is simple: This are meta 4 items, which is the closest to T2 guns in terms of performance without the skill requirements for T2 guns.
But it's truely amazing how much new players are willing to pay for the extra 2 or 3% you get on the much cheaper guns.

Well if you prefer to use faction ammo, due to the downsides the t2 ammo can bring [I'm not familiar with Amarr, so please forgive me if the downside are not nearly as bad], the Focused Modulated version is actually better, I just took a peek at the stats and they're actually the same, actually they're better in terms of cap use and fitting.
So I guess the meta 4 item is better than the t2 variant. Looking at it now, I guess it's the same for all modulated lasers, but apparently their drop rate is much lower than for the large ones.

The meta 4 don't count the bonuses to damage from the t2 skills, so you do more damage with t2 if you have the skills trained.

People with wealthy or established mains tend to buy Meta 4 for their lower skilled alts while they train them for T2. Since they can afford it, they want to get the most "bang" out of their pvp alt ect so they buy meta 4.

Plus t2 guns are a significant skill investment (at least a month of training). If you have an alt that you aren't willing to train that way, then meta 4 is the best cheap option. Anything better requires buying expensive faction gear.
