10 bill is asking a lot for a low SP character with no cap ship skills and such a unspecialised character. For 10 bill you can get a 40 mil SP focused character...

To be honest, i have gotten 2 10bil ingame bids and they both think its a fair price, and the fact that it only needs 1 skill to fly a dread is the reason its bid so high, also the skills are cross trained, but it is mainly an amarr spec
