Maybe, maybe not. I think 20% is good for the intended role (a slight agility buff might be in order as well), but I certainly can't say for sure. Any changes would obviously go on SISI and be tested. I chose 20% because I thought it was a reasonable starting point.

Well for close range its fine, i'd be happy to orbit a deimos at 1000 m/s @ 4km range. But you'll have a problem with approaching targets, you'll definitely notice the -600 m/s in those situations.

I don't think it will be a big issue against BC and BS targets. but again, can't say for sure.

Certainly, but there are huge advantages to it.
