I hate crying nerf. But what has happened to the MWD is more than fair. The same should be done to Tac Shields.
If you have a tac shield installed, maybe it should also reduce the damage you do. E.g. if you are using a Tac shield that reduces kinetic damage by 40%, it should reduce the kinetic damage that you do by the same amount. This way the multi-spectral tac shield will reduce any damage you could hope to do. You could protect your ship from damage type a and b and if you have large cap c, but because you do damage type d, you don't have that tac shield up and running. Also the damage protection should be changed from percent to numbers, in that way if you are fully protected from thermal damage (caused by a similarly sized ship of course), you are also incapable of doing any thermal damage.
This next idea is a little faulty since it would require a significant amount of rebalancing of weapons. The damage could be weapon type dependent (missiles are not effected, projectiles are significantly affected by kinetic, hybrid significantly affected by kinetic and thermal, and beam affected significantly by all). This would require that beams do more damage than hybrid or projectile and other serious balancing issues would also arise... But in the end, this method would significantly add to the strategic nature of combat. (a person using beam weapons could switch from full offense to full defense, a person using projectiles/hybrid would have a harder time deciding between ammo and could conceivably be immune from one attack, but be completely vulnerable to another, and missile boats would become more viable choices. The ML could become immune to damage, but would have to deal with limited ammo and long reload times and all the available counter measures available to missiles, and indy's mining frigs/cruisers would have a short period of time in which they could become invulnerable to attack, but due to limited med slots/cap would have only a limited period of protection.
The MWD has to drain cap/shield to be installed, why not make the tac shield inhibit warping for a specific amount of time. E.g. you can't warp for 30 seconds after the tac shield has stopped working. (If you use the tac shield, run out of shield and decide you are gonna run, you've got 30 seconds after the tac is turned off before you can run, so there will always be a 30 second window of vulnerability). Furthermore, you would have to install a higher size/cap using tac shield to protect a bigger ship (if a small tac shield protects 10pts, requires 35 cap/5 sec, a medium protects 30 requires 105 cap/5 sec, and a large protects 90 requires 270 cap/5 sec) then putting 3 smalls on a cruiser will be the equivalent of a medium, but will eat more cap faster (just by a bit). This way you deal with the huge cap of the bship where the small is useless, but the large takes up significantly more cap.
Anybody like this idea? hate this idea? think I should be shot at close range through the eye with a 250mm rail?
