Extended lease notice and Evolution protectorate
The following terms and conditions apply with immediate effect.
The region of Tenal will be leased under a longterm contract to Sol Confederation and will remain under the protection of Evolution.
Sol Confederation are hereby given free use of the region, with Evolution's good will.
The following corporations are hereby recognised as members of the Sol Confederation:
Oracle's of the Titan
The Praetorian Guard
Rogue Blades
CONCORD Corp
People's Front of Judea
Primal Element
Apocalyptic Inc.
Apothegem Acquisition and Assembly
Morpheus Mining and Exploration
In the long term, Sol Confederation will take over management of the Tenal region, in the meantime, however, it will stay under Evolution's flag.

I assume none of these new folks will object to being placed on -10 by the Phoenix Alliance? Obviously we do not accept any claim on our traditional territories of Venal, Tenal and Branch and so I guess all Sol members will have to be made be KOS to all PA in all 0.0...

Being KOS to PA is about as safe as being a member of Caldari Navy in New Caldari. All PA does is shakes fist at you from their safespots until they have twice your numbers... then they send a scout at 500km from your station.
Elite PA PvP Corps on the other hand, might even jump into system in hope to gank some mining op, but as soon as they suspect that you might be fitting guns, they start practicing for Caldari Race.
So I wouldn't be too much worried by these rude bullies trying to scare people off.

One has to imagine these new chaps are rather better at Battleship combat than I am, so I'm guessing they'll not have much fear at the spectre of the PA mighty fleet presence.
Fundimentally you now occupy the Alliance equivilent of "fungus the bogeyman" on the "terrify-and-intimate-your-foes" score.

I guess the main reason for that is you struggle to get passed EC-P with out lossing what ever ship you are flying in travel mode.
personally i look forward to the fresh influx of targets COD and FU have apparently pretty must run out of ships now.
