Just to be clear, the guy you said cheers to was being an ass, Rancer is a low security system that is renowned for being heavily camped so the chances of you dying are pretty high if you go there.
What you should probably do is go to the star map (click the Map button on the left hand button bar). Then go to the map control panel and select star systems. There's an option there to color stars by security level. If you pick that then you'll get a visual picture of where the high security systems are in relation to you.
If I remember correctly the really high security ones are light blue, then green , then yellow as you hit 0.5 then orange/red for low security/zero zero.

he said hi instead of higher... and forgot the "than" word.
As he wrote it, he is asking if there is 1.0. Answer is yes, starting systems and some others near them are 1.0. A starting system is a place where noobs start the game once they complete the character creation.
For example: Kisogo.

Maybe I'm missing something here but from what I see he's in noob ships in 0.4 getting blown up lots, no other kills from his corp. Why does that make him an obvious troll? Just sounds naive to me.
