Don't forget you can't activate any modules while youÆre cloaked. So don't think you can MWD or Afterburn while cloaked. The Covert frig goes 300m\s while cloaked which isn't bad but itÆs not MWD speed.
ItÆs a very expensive fragile ship to take into combat. If you get caught in an enemy grid, uncloak and get targeted, you best Warp out ASAP. Otherwise your toast, remember, no cloaking while targeted. One of the other best features of the Covert Ops Frig is it warps at 13.5 au\s (My buzzard does anyway). So once you escape the Interceptors you were watching, you can cloak in the next grid you arrive in a couple of seconds before your enemy follows you there.
You can cloak before warp and stay cloaked while in warp. But no going into warp uncloaked and cloaking while warping! Get me?!
With Covert ops level 4 the Buzzard has the Ability to utilize all 5 of its mid-slots. You can shut down any enemy in this game 1 vs. 1 as long as they don't have ECCM on.
Once you try it out I think you'll like the ship. With cloaking level 4 you can lock just 6 seconds after uncloaking which is really quick IMO.
On last thing that kind of crappy but necessary is you can't cloak again for 30 seconds after you uncloak. So No appearing, saying hi, and then disappearing.

So let me see if I get this right... You can use mid-slots but not high slots while cloaked?
No, you can't activate any modules while cloaked. What i was refering to was the fact that you can fit 5 modules in your mid-slots because you have enough CPU to do so.

Covert op cloak takes no cap to operate. But it does take 5000 CPU to fit. The Covert ops skill is what allows a covert op ship to fit the mod. With covert ops lvl 4 it only takes 100 CPU to fit the Covert op Cloak (98% reduction in COvert Ops CLoaking device CPU requirements). Leaves me with 15 powergrid and 260 CPU to fit everything else on a Buzzard.
