Is this a typo, or is CCP actually saying that a tier 3 BC, in a 250km ECM/Frig/Dessie heavy environment that requires no tackling and no warping, is less powerful than a tier 2 BC?

No. They're saying, that they want to see people frequently use those ships in the tournament.

That's exactly what they are saying. The teir 2 BC's are much stronger in this format. The teir 3's won't be able to hit the vast majority of the setups and have terrible tank, they'll be able to mash a few distinct setups into the ground but all around the teir 2's are better. |

Don't forget that tir2's get command link bonus witch in this formate is actually being used.
And don't forget the new 10min timer, paper tanks and high dps make for more explosions during those 10m |

The new rules are going to make for an interesting tournament, Tier 3 are logically cheaper. They can do more damage, but they have far less tank and no drones. On top of that, new rule changes, we might see fewer battlecruisers and more small frig, cruiser and destroyers. On the other hand, anti frig bcs? |

This is a key point, Tier2 BCs can fit Links, have good EHP and deal good dps so they are much more useful in a tactical stand point then the T3 BCs which are basically just DPS ships.
