It will never be done, and it shouldn't be done.
Simple reason: it would ruin the economy. Kill a lot more 0.0 POS and T2 mods and ship prices go through the roof.
Worth it?

I think very few people posting here have any idea what they are really talking about.
All this would do is force people to put alts in every system they have towers in, or have someone go around in a cov-ops every once in a while to check things. How does that in any way "fix" 0.0? It's just another burden for space holding alliances.
It's not like this would happen, and suddenly large alliances would reconsider their positions, take down half their towers and re consolidate in a smaller area. It would go something like this, "Everyone make an alt, I'll give you a system to log him in and a moon list. Check once or twice a day, thx" So this time you can fly through many parts of 0.0 and maybe catch an alt in an ibis warping to a few pos's.
And to all you people whining about wanting 0.0 space for your 20 man alliance, QQ more. Get more people, get a capfleet, then think about it. I don't understand the entitlement people feel towards owning space.

What But Sects is saying is more than likely exactly what will happen.
So, technically, its putting more people out into 0.0 right? More pvp opportunities with all those pos alts flying into bubbles around inert towers.
Kinda makes it sound like a win.
There is certainly a 'whine creep' going on that is trying to tip the balance of power from the defender to the aggressor out in 0.0.
Delayed local = aggressor has the edge No mails from towers = aggressor has the edge
Hows about just making towers that run out of fuel go off line, no mails though ;0 I would love a free tower. Killing them is a lot less fun than ninja'ing in a blockade runner to go scoop a free tower you spotted was offline ;0

Right, trying to catch a noobship alt as it warps between the towers is 'win pvp'. Thanks for that piece of wisdom.

Sov should be based on *presence/activity*. If your corp has no presence in the area, it shouldn't have de facto control. And especially not control based on some artificial algorithm.

PS I also think passive local should go away in 0.0, but that's another story and wormhole space is CCP's testbed for that.

The OP was on the right track, but this bit here really brings it home. CCP, do it! Make it so that all the emails except low fuel stop coming UNLESS it's in a constellation with a Sov 4 Capital system and full constellation sov (this way you can't have your supercap shipyard ninja'd out from under you, but anything else is at constant risk.

1) Alliance get's DED mail that some **** stain, 200 person alliance dropped 10 Dreads in a backwoods system on some random tower. 2) Alliance drops 50 Dreads on 10 Dread fleet, 10 Dread fleet is decimated with (if they are really lucky) one or two Dreads killed on the holding alliances side. 3) ??? 4) Profit.
Here's how it would go if your change went in:
1) Alliance has random alt watching system, **** stain 200 person alliance jumps in 10 Dreads, random alt notifies alliance. 2) See 2 above 3) See 3 above 4) See 4 above
If you people think the reason big alliances hold a lot of space is only because of DED mails, you're stupid, and it's probably the biggest reason you're not a 0.0 holding alliance. Tons of little alliances aren't out taking 0.0 space because they are incapable of doing so, not because the holding alliance has an easy button for seeing when a tower is under attack. Small alliances don't have the battleships, the dreads or the logistics chains to take space from a large alliance. Fixing DED mails changes none of that.
