Hulk costs 90 million ISK... and insures for a maximum of 28 million???
Who thought of this insurance system.
And then you slap in 2xCargohold Optimization II (800m)... but you can't buy more insurance.
I've been away from Eve for five years. Perhaps I'm missing something. Is there a skillbook I have to train to unlock higher insurance amounts?

Wrong. T2 insurance is based on their base price - the price of the minerals in it. T2 ships contain components that are completely player driven, and have prices a lot higher than their base price. You can't say that the materials sell for "more than their base material cost" because their price is entirely driven by what people are willing to pay.
If you don't like not being able to fully insure T2 ships, don't fly them.

No, you're wrong. Do the math. Those components are also included at base price. But THOSE components cost a lot more than their base price. Then, you have invention costs, and invented blueprint manufacture waste which further compound the issue.

Base prices:
Tritanium - 1 Pyerite - 4 Mexallon - 16 Isogen - 64 Nocxium - 256 Zydrine - 1024 Megacyte - 4096
The payout for 100% insurance is is the total base cost of the minerals involved, plus the price of the insurance.

Eve insurance is for noobs who would be financially devastated for losing their t1 ship due to their noobness, and softens the blow so they can get another ship quick, wipe away the sniffles, and undock again albeit a bit wiser.
Other than that, having more comprehensive insurance in Eve is like underwriting combat vehicles during wartime. Rates would be astronomical and no one would buy it.
High-sec dwellers don't really need it, and everything else is equivalent to a war zone.
Even an average Hulk pilot can generate 28m in 4-5 hrs mining in high-sec, and afterward you can go anywhere you want with a big bullseye painted on your hull and save the insurance premium.

I've been playing EVE for 8 years...yeah that's right, 8 or 12 years now.
Anyhoo, yes the insurance doesn't jive with the actual value of the ship.
Insurance should include the year, make and model of the ship as well as how many miles/kilometers you have put on it and any parking violations/concord speeding tickets you may have.

Erm, everyone who flies T2?
T2 ships are superior in every way to their t1 variants. If insurance was modified so that the effective cost was the same as T1 (ie: approximately zero) then anyone who could fly T2 would never buy T1. Given that the supply of t2 is limited, the net price would then rise until it reached what people are prepared to pay.
Which is exactly what has already happened.
tl;dr: l2economics.

It's actualy a nice way to grade the death penalty.
Relative noobs flying T1 ships with T1 mods won't loose that much money isk when fully insured.
More veteran pilots who choose the best equipment risk a higher death penalty.
Looks like good game design to me. I like.
