No use in pvp in anything else than tank since no point and web. No propulsion mod eather. Maybe as bait, the T2 fitting is quite nice too.
I tried to create lvl4 fitting for Tengu (wich would beat Golem). Sure I can get the needed speed of Ishtar and superior tank, but DPS isn't just enough with Heavy Missiles or Heavy Assault Missiles. With Heavy Missile launchers and Caldari Navy Scource Heavy missiles you can get 600 dps, but that's god damn expensive mission running.
But I'll bet there is possibility to fit cruiser size monster for lvl4 missions wich includes Afterburner from Gallente or Amarr T3 cruisers.
Sure Tengu can punch through lvl3s, but so can Drake with 50 M ISK costs...
Bit sad that the Tengu has teeths of Cerberus, sure you can fit massive tank but dps is sad for T3 cruiser
