Im -5 standing with angel cartel and i wanna raise my standing.Will killing blood raiders raise my standings with angel cartel? Ratting them i mean.If not what way is there to raise my standing ?

You need to get some balls and go 0.0
as most, if not all, pirate factions and corporations are in 0.0 stations.
Click show info on Angel Cartel faction and look under Members. That will show corporation members of Angel Cartel. Inside whatever corporation info, check under Agents, and now you can work for any of them.
Train Diplomacy skill to raise your negative standing so you can work for some of them.

I am in 0.0 Already i got diplomacy at 4 and i have -4.7 standing with angel cartel and no1 will give me missions. So the question still stands if i go to 0.0 blood raider space and rat those idiots will it raise my standing with angel cartel seeing as they dont like each other. If not what is the way to raise it ?

If you're that low with Diplo IV, you might be too low to ever regain standings. Each pirate faction has another which is considered their friends, which might eventually give you enough gain to repair that standing, but I'm no expert in that regard.
Make sure you aren't confusing Faction standing with Corp standing. Only one of the two needs to be -2 (or above) to get level 1 missions. It is possible, though, if you've killed enough rats, to be so low that even Diplo V won't help you. In some ways, this reminds me of Everquest (pre-Velious) where it was pretty easy to damage faction irrevocably (especially so in Kunark with Venril Sathir) for most classes.
I suggest making a post in the Missions forum, so that experts there can help you. If I'm right, and it's possible to mess up your standing forever just through too much ratting, that might be a good topic for the CSM to address with the Devs in their monthly meeting. You can read about that, and post your suggestions, in the Assembly Hall forum.

Maybe somebody else will know this, but if he had a friend run missions for Angel cartel and he helped do them, and have his friend turn it in as "Me and my gang", will it increase his standings?

The only option that I could see is if he ran missions for a faction that is "friendly" to the Angels, and the storylines from him doing that will give you derived faction standing gains with the Angels. Then when you finally get above -2.0 faction standing with the Angels, you can go and run missions for them directly. ---

In case you don't realise the consequences of this, if your faction standing, even after skills, is below -2.0, it doesn't matter what your corp standing is, an agent still won't offer you any missions.
The only way to raise standings with a corp this low is through derived standings by doing storyline missions for a corp friendly to Angels. If you have been doing missions in Empire it is likely that all of the missions that are friendly to Angels you are also low standing to. So you are going to have a long road of doing missions for a faction that is friendly to the factions who are friendly to Angels first. Possibly even several steps removed.
It is always possible to rebuild standings in Eve through the derived standings systems but sometimes it is such a long road, and so awkward, declining specific missions and so on, that it is very often just not worth it. If you are really dedicated to being able to do Angel missions the easiest method may well be to make a new character that is neutral to everyone, have them start to build standings, and just use your main when the missions get too hard for an alt to do.
