It's always said friendly to someone...A boulet is somebody that you are friend with, but that always do things wrong, that only knows poor jokes everybody knows, but that are new for him, forgets important things...

If you are refering to the game that uses thrown balls and originated in southern france where they initially used small cannon balls, then i believe it is called 'Boules' in english as once again the english copied another language (they do that a lot).
I roleplay... there is this computer game called "Earth - The First Genesis" where i play a character in the early 21st century. |

The term "lug" seems to have the connotation you're looking for. Usually used as a term of endearment "as in 'ah, ya big lug, give us a kiss.'"
It's a synonym for lout, blockhead, or oaf but generally has more positive overtones.
